For Get observations for a Smart Weather Device at [https://weatherflow.github.io/SmartWeather/api/swagger/#!/observations/getObservationsByDeviceId](https://weatherflow.github.io/SmartWeather/api/swagger/#!/observations/getObservationsByDeviceId)

add Parameter: “step” so we can select 1, 5, 30 or 60 minute data.

Currently, we can only get 1 minute data when we select a single day.
