Known issue with Tempest wind gusts are always 10 plus percent lower than Davis or any other anemometer on the market.

This seems unlikely to be true in good calibration conditions. If the average is ok, then the gust is likely also to be ok and if anything higher than a traditional anemometer as it has no moving parts that need accelerating during a gust.
