Will the Web Socket and REST API be updated so the obs_sky obs array matches the UDP obs_sky obs array?

Yes, the REST API will catch up to the v35 UDP documentation soon.

No ETA on the update, but it is a goal to update all docs at the same time we release some new developer tools. We had hoped to have those out by now but other priorities have prevented it. The best answer I can give you is “real soon now”
