I saw a facebook ad for the Tempest and it shows the top/rain sensor popped up from the body of the Tempest. Is this a new model or did I miss the instruction to pull that top open?
I bought my Tempest in mid July this year.
Your Tempest is the same. There is nothing to pop up. That gap is the wind gap. Here is a picture of a Tempest just after installing the BDA (Bird Deterrent Accessory).
You can see all the same gaps as in the picture you posted.

Stupid me. I took a flashlight and looked at my tempest and it’s got that gap for the wind. Age can be a nuisance.
