I’d suggest just using a metal pole rather than PVC and the problem will go away. I found that conduit hangers on the 4x4 post for the fence were perfect for mounting the pole especially if you use stainless bolts+nuts. Then you don’t even need tools to take the pole down periodically, just pinch the hangers and it’s easy to spin the nut off. Works great.

I have mine on a 10 foot fence top-rail attached to my wood fence 4x4 and originally did it your way, but found that using pipe hanger brackets worked better. There’s about the same cost. https://www.lowes.com/pd/AMERICAN-VALVE-1-in-to-1-in-dia-Galvanized-Clevis-Hanger/3223499 is one variant. I don’t recall which size I bought so you’ll want to be careful there re: size. If you want me to take a photo of my setup IM me and I’ll do it this weekend sometime.

Here’s the photos - yes they are ‘very’ solid. I used 4 hangers on the low 6’ of the 10’ pole. I made sure to get you both sides of the bag so the UPC code was there. I used the same conduit hangers, though the bigger ones, for the Harbor Freight telescoping flagpole that I have my Davis VP2 on with the anemometer at 19’ elevation or so. One person job to pop that down rarely for cleaning. Rock solid.
