Can the data from the Tempest be integrated into the APRS system? I am a Ham Radio operator and would like to include this if possible.

At this point, not natively.
There are various 3rd party apps here if you search, that will allow this, and uploading to other services.

Weewx is an open source weather system written in python. According to the guide, https://www.weewx.com/docs/usersguide.html, it has integration into APRS.

No, you cannot integrate the Tempest with APRS directly. If you have a Raspberry Pi, you can install Weewx and configure it to upload directly to a number of locations, including APRS. I’ve done this for years, and it works well. The only downside is that you need to leave the Pi running 24/7, and you have to maintain it.
