After a power fail the PiConsole rebooted and the screen resolution is larger than the display can handle. I can not ckick Exit or get rid of the Upgrade box.
How can I boot the the command line and resolve this issue?

Do you mean the power was abruptly remove from the Pi without a proper shutdown? It sounds like something on the Pi has corrupted during the power fail. I would start again with a fresh SD card and reinstall the PiConsole from scratch
You can keep a backup of your wfpiconsole.ini configuration file if you’d like
